It certainly does. I'm pretty sure that's why I got my fellowship, which is one of those school-wide ones. (Mine is nowhere near $30K of awesome but it's about half again as great as the standard package in my department, once you consider tuition, etc.)

No kidding, right? That seems like an exceptionally awesome fellowship.
These are the times to be happy you have high GRE scores; it puts you in the running for these kinds of things.
